East Libyan Government Approves “Al-Zafran” Industrial Plan in Sirte

The Libyan Government-designate, headed by Prime Minister Osama Hammad, has approved the Al-Zafran industrial plan in Sirte as part of efforts to regulate industrial expansion and support development in the central Libyan city.

Decision No. 163 of 2026 authorises the development of an industrial zone covering approximately 157 hectares in the Al-Zafran area. The approved site will be developed according to the plans, maps and detailed information included in the report prepared by the specialised advisory committee.

Under the decision, the Urban Planning Authority must coordinate with the relevant bodies to complete the administrative and legal procedures required to incorporate the industrial zone into Sirte’s general development plan.

The procedures must be conducted in accordance with Libya’s existing laws and regulations.

The decision took effect from the date of its issuance on Monday, 20 July 2026. It also cancels any previous provisions that conflict with its terms and instructs all relevant authorities to implement it.

The project forms part of wider development activity in Sirte, where authorities have been working to expand infrastructure, improve public services and prepare new areas for economic and industrial investment. Prime Minister Osama Hammad’s government has previously placed Sirte among the cities included in its development programme.
