EUBAM Enhances Counter-Terrorism Skills Amongst Libyan CT Authorities

EUBAM Libya, in collaboration with Libyan authorities, recently conducted a pivotal “Threat Assessment for a Counter Terrorism Fusion Cell” training program from February 25th to March 6th, 2024. This initiative aimed to bolster the counter-terrorism capabilities of Libyan authorities and strengthen Libya’s defenses against terrorism.

Fifteen participants from nine distinct Libyan counter-terrorism agencies attended the program, with the Libyan Ministry of Foreign Affairs participating as an observer. The training featured experts from EU Member States, including Germany, Spain, and Belgium, who shared their knowledge and insights, alongside discussions on international cooperation with entities such as EUROPOL and CEPOL.

Structured in two phases, the training began with a week focused on the fundamentals of threat assessment, equipping participants with analytical skills to identify and understand potential terrorist threats effectively. The subsequent week transitioned into advanced training, utilizing scenario-based exercises to simulate real-world challenges and train participants on strategies for dismantling terrorist networks, disrupting terrorist financing, and tackling the issue of foreign terrorist fighters.

This pioneering training program represents a crucial step forward in Libya’s efforts to combat terrorism, promoting skill enhancement, fostering international collaboration, and ensuring a coordinated approach among various Libyan counter-terrorism agencies. EUBAM Libya’s initiative aims to bolster the operational capabilities of Libya’s counter-terrorism personnel and equip the next generation of Libyan leaders with the knowledge and tools necessary to navigate and counter the complex challenges posed by global terrorism.
