Libya Begins Municipal Elections

In accordance with Law No. (20) of 2023, which transfers the authority of municipal council elections, and its executive regulation No. (43) of 2023, the Board of the High National Elections Commission announced today, Sunday, June 9, 2024, the commencement of elections for 60 municipal councils (Group One). These councils are distributed across various regions of the country and are part of the 106 municipal councils targeted for elections this year.

The process begins with the first phase, voter registration, which will last for 15 days from today until June 23, 2024. It is important to note that voter registration for municipal council elections is entirely new and is based on residency in the municipality where the applicant wishes to vote. Registration applications will only be accepted from citizens residing in the targeted municipalities (Group One) through the voter registration system using SMS or at Registration Request Acceptance Committees.

Following the completion of this phase, the Commission will proceed with the distribution of voter cards to newly registered individuals who have not previously received a card. Voter cards distributed in 2021 remain valid and will be used in the municipal council elections to verify voter identity on election day.

Potential candidates are urged to familiarize themselves with the eligibility criteria and the provisions of Executive Regulation No. (43) of 2023, particularly the endorsement requirement, which now relies on gathering voter numbers from received cards rather than national identification numbers as previously practiced.

The elections for the second group of municipal councils will commence immediately after the announcement of the final results of the first group’s elections, expected in the second half of August 2024.

We urge the citizens of the targeted municipalities to exercise their right to decide who will manage their municipal affairs and address their needs. We also call on all state institutions and officials to support the Commission and provide the necessary assistance to ensure the success of these elections. Building the nation is a collective responsibility, and we will all be held accountable by the people who have long awaited this moment.
