Libya PM Highlights Development & Transparency Goals for 2025

Libyan Prime Minister of the Parliament-designate government, Osama Hammad, addressed the pivotal role of the Libyan government in enhancing financial and administrative support for municipalities. This came during a recent seminar titled “Libyan Government’s Role in Strengthening Financial Support for Municipalities and the 2025 Vision.”

Hammad emphasised the government’s commitment to providing essential services across Libya without political or regional bias.

Speaking to approximately 100 municipal leaders, Hammad highlighted the substantial financial aid distributed to municipalities and public services, especially those impacted by adverse weather conditions or rising groundwater levels.

“Since its inception, the government has worked tirelessly to address these crises and ensure that essential resources are allocated to every Libyan municipality,” Hammad affirmed.

The Prime Minister underscored the government’s ambitious infrastructure agenda, led by the Libyan Development and Reconstruction Fund. He noted that strategic projects are underway across municipalities, adhering to the highest standards of quality and craftsmanship.

He also thanked the fund’s director and support teams, underscoring their dedication to achieving national development goals.

On governance, Hammad reaffirmed Libya’s commitment to legal and transparent local governance, with a focus on municipal elections. He shared that 17 municipal councils have recently been elected, with preparations underway for 60 additional elections under the High Election Commission’s oversight.

Addressing administrative concerns, Hamad denounced the creation of a parallel election body by the expired Presidential Council, viewing it as a disruptive act undermining Libya’s lawful institutions and governance systems.

He urged local councils to uphold efforts in fostering sustainable local development, training staff, and preparing municipal budgets that align with Libya’s 2025 development vision.

The Prime Minister closed by committing to regular discussions with municipalities, promising ongoing support and collaboration with the Ministry of Local Government to address their challenges and ensure efficient, transparent governance for all Libyan communities.
