Ukraine’s Special Envoy for the Middle East and Africa, Maksym Subkh, has called on Libya to participate in Ukraine’s reconstruction efforts by bolstering bilateral economic and scientific cooperation.

According to a statement on the Ukrainian Foreign Ministry’s official website, Subkh held political consultations with Libya’s Acting Foreign Minister, Al-Taher Al-Baour, during a working visit to Tripoli.

The envoy expressed gratitude for Libya’s support of Ukrainian initiatives within the United Nations, aimed at protecting Ukraine’s territorial integrity. He also voiced hope for Libya’s increased involvement in international efforts to achieve comprehensive and sustainable peace in Ukraine based on Ukraine’s peace formula.

The discussions covered a wide range of topics, including political, economic, trade, educational, and security cooperation. Both parties emphasized the importance of strengthening ties between Ukrainian and Libyan business communities. A key focus was placed on reviving the Ukrainian-Libyan Joint Cooperation Committee.

Subkh extended an invitation to Libya to attend the upcoming Global Peace Summit and delivered a letter from Ukrainian Foreign Minister Andriy Sybiha to his Libyan counterpart, inviting him for an official visit to Ukraine at a mutually convenient time.

Amid Ongoing Conflict
The visit comes amid the ongoing Russian-Ukrainian war, now in its second year, and highlights the divided Libyan stance, with one government aligning with Moscow and another favoring Kyiv.

It also follows Libya’s protest last week over a Russian Foreign Ministry advisory warning its citizens against traveling to Libya. Libya’s Foreign Ministry called for an explanation of the warning, stating that actions against a detained Russian national were conducted in accordance with Libyan law and with coordination from the Attorney General’s Office. The individual was allegedly involved in activities threatening public order, targeting Libyan youth, and maintaining ties with foreign armed groups active in Africa.
