On Monday, Libya’s Parliament-designated government, led by Prime Minister Osama Hammad, signed six memoranda of understanding with Belarus as part of efforts to enhance bilateral cooperation across various sectors.
The agreements were finalized following official talks in Benghazi between Hammad and Belarusian Deputy Prime Minister Viktor Karankevich, who led a high-level delegation to Libya.
The agreements cover a broad range of economic and strategic areas, aimed at strengthening trade, industry, healthcare, education, and security cooperation. In the agricultural sector, Belarus committed to supplying Libya with farming equipment, machinery, and high-quality seeds, while also supporting harvesting and storage operations.
The deal also includes technology transfers to enhance local agricultural production, contributing to food security and sustainable farming practices.
In the industrial sector, the agreements ensure the supply of Belarusian-manufactured trucks, fire engines, waste collection vehicles, and buses, tailored to Libya’s specific needs. This collaboration is expected to modernize Libya’s transport and municipal services, improving infrastructure and public utilities.
The two sides also signed a mining sector cooperation agreement, focusing on geological exploration, modern extraction technologies, and the supply of mining equipment. With Libya looking to expand its natural resource exploitation, this agreement is expected to boost efficiency and technological advancement in the sector.
Healthcare was another major focus of the discussions. Libya will receive medical supplies, pharmaceuticals, and advanced medical equipment from Belarus. The agreement also includes training programs for Libyan doctors and technicians on medical equipment maintenance, as well as hospital management system upgrades. Additionally, Belarus has opened the possibility for Libyan citizens to receive medical treatment in Belarusian healthcare institutions.
In the education sector, the agreements will facilitate specialized training programs for Libyan professionals and students in Belarusian universities and vocational institutions. The focus areas include healthcare, agriculture, industry, and mining, with additional training for technicians and drivers on the operation and maintenance of imported machinery.
Security cooperation was also addressed, with both countries agreeing to exchange expertise in disaster prevention and emergency response. Belarus will supply Libya with specialized equipment for handling crises and natural disasters, ensuring better preparedness and risk mitigation strategies.
To ensure effective implementation, Libya and Belarus have agreed to establish a joint contact group to oversee coordination, execution, and follow-up of the agreements. This group will be responsible for identifying key stakeholders, defining project timelines, and creating action plans to ensure tangible progress in all priority areas.
