On Sunday, Libya’s High National Elections Commission (HNEC) signed a memorandum of understanding (MoU) with the Libyan Academy for Postgraduate Studies, marking a significant step toward enhancing civic education and promoting a culture of democratic participation across the country.
The agreement was signed by HNEC Chairman Emad Al-Sayah and Ramadan Al-Madani, President of the Academy, during a formal ceremony at the Commission’s headquarters in Tripoli. HNEC board member Abdelhakim Al-Shuaib also attended the signing.
The MoU outlines a framework for collaboration between the two institutions to advance electoral transparency, improve public understanding of the democratic process, and encourage meaningful participation in future elections. It includes twelve articles covering areas such as electoral awareness, public education, and support for research in the field of democratic governance.
Under the terms of the agreement, both parties commit to organizing joint conferences, seminars, training programs, and public awareness campaigns aimed at promoting voter engagement. These activities will be implemented in collaboration with both domestic and international partners, with a focus on building an informed electorate and fostering a more inclusive political culture.
Additionally, the agreement provides for academic research, scientific polling, and surveys to better understand public attitudes toward elections and democracy in Libya. These studies are expected to inform policy and strategy for future electoral processes.
This partnership comes at a time when Libya continues to face political uncertainty, and elections are seen as a vital step toward restoring stability and legitimacy to national institutions.
