Report Raises Concerns Over Ukrainian Military Presence in Libya

An investigative report by Radio France Internationale has revealed the presence of more than 200 Ukrainian military personnel in western Libya, raising new concerns about foreign military involvement and the country’s growing role in wider geopolitical tensions.

According to the report, which cites informed sources, Ukrainian officers and military specialists are deployed across several locations, including Tripoli, Misrata, and Zawiya. The presence is reportedly linked to coordination with the Government of National Unity led by Abdel-Hamid Dbaiba, although no official confirmation has been issued.

The report highlights key sites, including the Misrata Air Force Academy, where multiple foreign actors are said to be operating. These reportedly include Turkish and Italian personnel, elements associated with United States Africa Command, and a British intelligence presence, reflecting the complex and layered foreign involvement in Libya.

In Al Zawiya, the report points to the development of a drone operations base near the Mellitah oil complex, one of Libya’s most strategic energy facilities. The site has reportedly undergone significant upgrades, including new infrastructure and advanced communication systems, raising concerns about its potential military use.

Another location near Tripoli is described as a coordination hub used for meetings between various parties, highlighting questions about oversight and institutional authority, particularly in the absence of a unified defense structure.

The report suggests that the presence of Ukrainian personnel stems from an agreement reached in October, involving training programs for Libyan forces, especially in drone operations, alongside potential future cooperation in defense and energy sectors.

Observers warn that such developments risk further entangling Libya in international conflicts, particularly amid ongoing tensions between Russia and Ukraine. The report also links this presence to a recent attack on a Russian gas tanker near Libya’s coast, suggesting the possible use of drones launched from Libyan territory.
