Saddam Haftar Launches Drive to Boost Youth Economy in Southern Libya

An initiative backed by Saddam Haftar, Deputy Commander-in-Chief of the Libyan National Army, is expanding economic support programmes in southern Libya, aiming to empower young entrepreneurs and stimulate local development in the Fezzan region.

The programme, known as the “Loyalty to Fezzan” initiative, has completed its first two phases in Sabha. It focuses on supporting small and micro enterprises, particularly in sectors such as agriculture and light industry, which are considered essential for sustainable economic growth.

Saddam Haftar said the initiative has provided training to hundreds of young people and supported a number of start-up projects across the region. They added that the programme aims to create job opportunities and strengthen local production capacity in areas that have long faced economic neglect.

He added that the results are already visible in several parts of Fezzan. “We are committed to continuing support for young people, as they are a key driver of economic recovery and stability,” Saddam said.

Southern Libya has faced years of underinvestment, limited infrastructure and high unemployment, particularly among youth. These conditions have contributed to economic hardship and increased reliance on informal activities.

The initiative comes at a time when Libya continues to grapple with political divisions and uneven economic development between regions. Efforts to promote local economic growth are seen as critical to reducing disparities and strengthening stability.

However, challenges remain, including limited funding, weak institutional capacity and security concerns that can hinder the sustainability of such programmes. Analysts say long-term success will depend on consistent support and coordination between national and local actors.

Organisers said further phases of the initiative are planned, with a focus on expanding training programmes and increasing support for emerging businesses.

The programme reflects broader efforts by eastern-based authorities to strengthen their presence and influence in southern Libya through development-focused initiatives.
