A high-level Libyan delegation, under the direction of Belgassem Khalifa Haftar, Director General of the Libyan Development and Reconstruction Fund, is on an official mission to China, seeking to build strategic partnerships across multiple sectors.

The delegation is meeting with key Chinese state-owned and private companies to pave the way for expanded cooperation in infrastructure, industrial development, energy, water desalination, telecommunications, data systems, and vocational training.

The visit comes as part of the Fund’s broader vision to accelerate Libya’s reconstruction and economic recovery by tapping into international expertise.

The delegation’s agenda includes meetings with major corporations such as China National Engineering & Construction Corporation, Huawei Technologies, Dongguan University of Technology, Taixing First Construction, and the China Energy Engineering Corporation—entities with proven track records in executing large-scale projects globally.

Discussions were held in major Chinese cities, including Shanghai, Guangzhou, Zhengzhou, and Weihai, where Libyan officials outlined their development goals for 2025–2027 and reviewed project proposals aligned with the Fund’s strategic roadmap.

Key areas of interest include rebuilding critical infrastructure, expanding renewable energy sources, introducing advanced IT systems, and fostering skills development among Libyan youth.

The delegation also explored potential technology transfer initiatives and pilot programs for vocational training, especially in fields like telecommunications, civil engineering, and smart infrastructure. Huawei and Dongguan University of Technology expressed interest in collaborating on educational exchange programs, tailored training modules, and digital infrastructure upgrades.

In the energy and utilities sector, the meetings focused on Libya’s urgent need to enhance electricity production, modernize water supply systems, and expand desalination capabilities, particularly in underserved regions. The Chinese partners showed readiness to provide engineering expertise, equipment, and investment channels to support these goals.
