Libya’s AGOCO & HKN Discuss Advanced Technologies to Increase Oil Output

A technical meeting between the evaluation committee and the US-based HKN Energy took place at the headquarters of the Arabian Gulf Oil Company (AGOCO) to review plans to boost production at the Sarir and Messla oilfields. The session was held in line with directives issued by the Chair of the National Oil Corporation (NOC), following a decision forming a joint technical and financial committee chaired by Mohamed Ben Shatwan, Head of AGOCO’s Management Committee.

Ben Shatwan opened the meeting by welcoming the HKN delegation and introducing officials from both sides. He then invited the head of the HKN team to begin the technical presentation, which outlined the company’s study results and proposed methods to enhance output from the two major fields.

HKN presented a concise technical briefing detailing its vision for rehabilitating Sarir and Messla using advanced production-optimisation technologies, as well as enhanced oil recovery (EOR) techniques aimed at increasing long-term efficiency. The presentation prompted extensive professional discussions, as members of the evaluation committee raised observations and technical questions requiring clarification. The Head of the Reservoir Engineering Department at AGOCO also took part in a segment of the meeting to offer expert input on subsurface challenges and reservoir performance.

Committee members emphasised the importance of aligning any proposed development plans with NOC’s strategic objective of increasing national production safely and sustainably. They also underlined the need for updated technical data, robust cost assessments, and operational feasibility to ensure the reliability of HKN’s final study.

At the conclusion of the session, Ben Shatwan expressed his appreciation to the HKN delegation for their professional presentation and constructive engagement. He stressed the need to incorporate the committee’s recommendations into the final version of the study. Both sides agreed to schedule a follow-up meeting at a later date to finalise technical reviews and determine the next steps for field implementation.
