Belgassem Haftar, Director-General of the Libya Development and Reconstruction Fund, held official talks on Sunday with Egyptian Prime Minister Mostafa Madbouly to discuss strengthening cooperation in reconstruction and development projects across Libya.

According to a statement issued by the fund, the meeting took place at the Egyptian cabinet headquarters in Cairo and focused on expanding bilateral cooperation in development and reconstruction sectors, alongside exchanging technical and implementation expertise to support infrastructure projects in Libya.

Madbouly praised the role played by the Libya Development and Reconstruction Fund in advancing rebuilding efforts in several Libyan cities, while Belgassem Haftar expressed appreciation for Egypt’s continued support, particularly the contribution of Egyptian companies and technical teams in the reconstruction of Derna following Storm Daniel.

Storm Daniel devastated Derna and parts of the Green Mountain region in September 2023, causing widespread destruction and triggering one of Libya’s deadliest natural disasters in recent decades. Egyptian construction firms and engineering teams have since participated in multiple reconstruction and infrastructure initiatives in eastern Libya.

The statement added that both sides reaffirmed the depth of Libyan-Egyptian relations and stressed the importance of strengthening strategic partnerships that serve the interests of both nations.

The talks come as eastern Libyan authorities continue accelerating reconstruction projects through regional partnerships, particularly with Egypt, which has expanded its economic and infrastructure presence in Libya in recent years.

Belgassem Haftar has led several major reconstruction initiatives under the eastern-based administration aligned with military commander Khalifa Haftar. Egyptian officials have repeatedly highlighted Libya’s reconstruction sector as a key area for bilateral economic cooperation and investment.

Analysts say the growing partnership between Cairo and eastern Libyan institutions reflects broader regional efforts to stabilise Libya through infrastructure development and economic engagement.
