HNEC-Kubis Discuss Election Preparations

On Tuesday, Chairman of Libya’s High National Elections Commission (HNEC), Emad Al-Din Al-Sayeh, held a meeting with the UN Special Envoy to Libya, Jan Kubis, to discuss preparations for the country’s upcoming election due on 24 December.

During the talks, the duo addressed “the latest developments regarding the second Berlin Conference on Libya, and the failure of the Libyan Political Dialogue Forum (LPDF) to reach a constitutional basis that will pave the way for the timely-set elections,” according to the commission’s statement on its website.

Kubis also congratulated the Libyan people on the opening of the voter registration system, saying this update represents a key milestone towards the realization of the Libyan people’s overwhelming demand for national elections on 24 December 2021.

On Monday, the UN Assistant Secretary-General, Resident and Humanitarian Coordinator for Libya, Georgette Gagnon, said, “while the launch of the digital voter registration update is the first concrete step towards the holding of elections, it remains imperative that a constitutional basis and a feasible legal framework are in place to enable the implementation of any further preparations.”

UNSMIL also reinforced appeals to the LPDF to accelerate their discussions, reach compromises, and finalize the proposal for the constitutional basis for elections.

“We also appeal to the Parliament to fulfil its role and adopt a legal framework that would enable concrete steps, and allow the Libyan people to exercise their democratic rights on 24 December,” she noted.
