UN Appeals for Global Action to Support Sudanese Refugees in Libya

On Saturday, the United Nations launched a global appeal for $10 billion by 2025 to address the growing needs of displaced populations, including Sudanese nationals who have fled to Libya and neighboring countries.

The appeal, led by the UN High Commissioner for Refugees (UNHCR), aims to support over 139 million displaced individuals, refugees, and stateless persons across 136 countries.

The funds will focus on providing urgent humanitarian assistance, fostering social integration, and offering long-term solutions for displaced communities. These efforts include integrating displaced persons into local systems for education, healthcare, and employment to ensure sustainable recovery and resilience.

As part of its response, the UNHCR collaborated with Libya’s Ministries of Foreign Affairs and Interior to host a workshop in Tripoli on November 24-25. The workshop, titled “The Legal and Practical Framework for the Sudanese Response Plan in Libya,” brought together representatives from Libyan government bodies, NGOs, and international agencies. Discussions focused on improving conditions for Sudanese displaced persons in Libya and finding sustainable solutions aligned with global humanitarian efforts.

Sudan’s ongoing conflict, which began in April 2023 between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), has caused one of the world’s largest displacement crises. Millions of Sudanese have fled their homes, with many seeking refuge in Libya. However, they face significant challenges, including limited access to basic services, legal documentation, and employment opportunities.

Libya, grappling with its own political and economic struggles, has nevertheless sought to strengthen its institutional response to displaced populations. The Tripoli workshop highlighted Libya’s role in regional efforts to support Sudanese nationals while addressing local coordination challenges and aligning with international strategies.

The $10 billion global appeal underscores the need for collective action to tackle displacement crises. Libya’s proactive steps, in partnership with the UNHCR and other stakeholders, reflect a commitment to addressing the urgent needs of Sudanese displaced persons while building pathways to long-term solutions. Continued international support will be critical to ensuring these efforts succeed and providing hope to those affected by the crisis.
