Libya Seeks Italy’s Support for Reconstruction & Stability

Libya is navigating a critical phase in its reconstruction and development process. According to Belgassim Haftar, Director General of Libya’s Reconstruction and Development Fund, international support, particularly from Italy and the European Union, is essential to ensure stability and sustainable economic growth.

Speaking to Italy’s Nova Agency, Haftar described Italy and the EU as “strategic partners” and called for concrete commitments from international stakeholders.

Haftar outlined four priority sectors vital to Libya’s economic recovery: infrastructure, education, healthcare, and security. He emphasised the need for increased investment in infrastructure projects, highlighting opportunities for Italian and European companies. “Developing a skilled and competitive workforce through training and knowledge transfer is just as crucial,” he said. Haftar added that strengthening cooperation in security, politics, and economics is key to regional stability.

One example of successful cooperation is the maintenance project on Wadi Kuf Bridge, nearing completion. Haftar sees this as a model for future joint initiatives. He also revealed potential collaborations in healthcare, including the visit of Italy’s Health Minister, Orazio Schillaci, to Benghazi to explore medical partnerships. Plans include bringing Italian specialists to Libya and facilitating emergency medical care for Libyans in Italy.

Funding for reconstruction is a sensitive issue due to Libya’s divided governance. Haftar explained that the fund operates under strict financial governance and collaborates with Libya’s relevant institutions to ensure transparency. However, disagreements persist over the allocation of development budgets between Libya’s two rival administrations.

Despite political complexities, the Reconstruction Fund follows an integrated approach focusing on infrastructure, healthcare, education, housing, and urban development. Projects are awarded through open tenders or direct contracts, balancing opportunities between local and international firms.

Haftar reaffirmed Libya’s neutral stance in politics, focusing solely on sustainable development. He urged the international community, especially Italy and the EU, to strengthen cooperation. “Libya’s stability is vital for the entire Mediterranean,” he said, stressing the importance of partnerships to achieve lasting peace and growth.
