Libya’s Electoral Commission Calls on Citizens to Register & Vote in Municipal Elections

On Saturday, the High National Elections Commission (HNEC) of Libya officially announced the resumption of voter registration for unregistered residents in municipalities included in the second phase of the municipal council elections.

The move comes as part of the broader national effort to expand voter inclusion and support democratic participation at the local level.

According to the HNEC’s announcement, registration will begin Sunday, April 6, 2025, with registration centers accepting applications from 10:00 a.m. to 5:00 p.m. daily.

The HNEC confirmed that the process is open to all eligible Libyan citizens residing in the targeted municipalities who are not currently registered. In addition to in-person applications, the commission has provided a simple mobile registration method. Citizens can complete registration by sending a text message containing their National Identification Number followed by the polling center number to 17017.

This streamlined process is designed to remove barriers and increase turnout, particularly in remote areas or among citizens with limited access to electoral offices.

The commission is also encouraging all eligible voters to take part in shaping their communities through democratic participation. “Voting is a right and a responsibility,” the HNEC stated, calling on residents to seize the opportunity to elect representatives who reflect their priorities and voices in local governance.

These municipal elections, covering 62 local councils, are seen as a critical step in Libya’s efforts to strengthen state institutions, build trust in public administration, and pave the way toward greater national stability through local legitimacy.

The HNEC emphasized that wide participation in these elections will be key to ensuring inclusive representation, better service delivery, and public accountability in a time of ongoing political uncertainty.
