Libya Reconstruction Fund Signs Strategic Project Contracts in Tobruk

The Libya Development and Reconstruction Fund has signed a series of major contracts to launch strategic infrastructure projects in Tobruk, as part of its nationwide development plan to modernize infrastructure and improve public services across Libyan cities.

The signing ceremony was overseen by the Fund’s Director-General, Eng. Belgassem Haftar who confirmed that the projects are designed to boost Tobruk’s urban and economic growth and enhance the living standards of its residents.

Among the signed agreements are the rehabilitation of Tobruk’s water desalination plant with a capacity of 40,000 cubic meters per day in cooperation with Slovenia’s Hidro Montaza, and the supply of spare parts through France’s Sidem. The Fund also signed a contract to construct a new sports city in Tobruk with a seating capacity of 20,000, in partnership with Turkey’s Bipra, and to establish a sewage treatment plant with Arab Contractors.

Additionally, several memoranda of understanding (MoUs) were signed with foreign companies, including France’s Veolia and Sidem, to build a new desalination plant with a capacity of 100,000 cubic meters per day, and with Italy’s Tesi to study a similar project.

The new contracts also cover the construction of a bridge in Al-Qubbah, the development and expansion of the Al-Qubbah–Ras Al-Hilal road (16 km), the upgrade of the Al-Wardiyah road and bridge, and the rehabilitation of the Al-Jaghboub–Tobruk road (280 km). Another major agreement includes the establishment of a sewage treatment plant in Al-Marj, carried out jointly by Arab Contractors and United Engineers.

The plan further includes healthcare, education, and infrastructure projects, as well as the completion of suspended projects, all aimed at achieving sustainable development and improving citizens’ quality of life.

Eng. Belkacem Haftar emphasized that these initiatives reflect a comprehensive national vision to support stability and advance development across Libya, adding that all projects will be implemented according to the highest engineering and technical standards to ensure quality and long-term sustainability.
