Libya’s Belgassem Khalifa Haftar, Director General of the Libya Reconstruction and Development Fund, held a high-level meeting in Moscow as part of an official visit aimed at strengthening strategic cooperation with the Russian government. The talks took place at the headquarters of the Russian government, bringing together senior ministers and top officials from key sectors.
According to the Fund, the meeting was chaired by Russia’s Deputy Prime Minister Alexander Novak and attended by several senior members of the Russian government, including the Ministers of Higher Education, Energy, Construction and Housing, Economy, and Trade. The Deputy Minister of Defence and a number of senior officials from Russian state institutions were also present.
The discussions focused on expanding bilateral cooperation, particularly in reconstruction, infrastructure, and development projects. Libyan officials presented an integrated plan outlined by Belgassem Haftar to guide long-term collaboration between Tripoli and Moscow, with emphasis on technical support, project implementation, and investment mechanisms.
The Russian side expressed readiness to deepen coordination with Libya in sectors deemed essential for economic recovery and stabilisation. The meeting also reviewed opportunities for Russian companies to participate in major development programmes, including electricity, energy infrastructure, housing, and public facilities.
The talks come at a time when Moscow has repeatedly affirmed its interest in resuming full-scale practical cooperation with Libya. Russian Foreign Minister Sergey Lavrov has previously noted that political instability in Libya had delayed the return of joint projects, but said communication channels between the two countries remain active.
