Belqasem Khalifa Haftar, Director General of Libya’s Reconstruction and Development Fund, held a high-level meeting at the headquarters of the Russian government as part of his official visit to the Russian Federation.
The talks were chaired by Russian Deputy Prime Minister Alexander Novak and attended by several senior ministers and officials.
The meeting brought together Russia’s Ministers of Higher Education, Energy, Construction and Housing, Economy, and Trade, along with the Deputy Minister of Defence and representatives from top state institutions.
According to Libyan officials, the discussions focused on expanding strategic cooperation between Libya and Russia, particularly in reconstruction, infrastructure development, and long-term investment projects.
Both sides reviewed the development roadmap prepared by Libya’s Reconstruction and Development Fund, which outlines priority sectors for rebuilding cities, restoring critical infrastructure, and supporting economic recovery.
The talks also explored potential Russian participation in major construction, energy, and urban development projects planned across Libya.
Libya’s Reconstruction and Development Fund said the visit reflects its commitment to forging strong international partnerships that can support the country’s rebuilding phase, especially after years of conflict and delayed development.
