Libya’s Investment Authority Charts Cautious Gains Amid Global Restrictions

The Libyan Investment Authority (LIA) has announced the financial performance of its directly managed investment portfolio for 2025, reporting that the market value of managed financial assets reached $41.7 billion, despite ongoing international asset freeze measures.

According to the official statement, the Libyan Investment Authority assets 2025 generated total returns of $2 billion, representing an annual yield of 4.79%. The assets remain available for investment but continue to be subject to international freezing decisions imposed in previous years.

The LIA explained that its financial investment portfolio is diversified across three main components. Time deposits represent the largest share at $24.9 billion, followed by the equities portfolio valued at $12.9 billion, and investment funds totaling $3.8 billion.

In addition, the sovereign fund holds $9.1 billion in uninvested cash balances. The institution noted that these funds accumulated after several financial instruments and securities reached maturity and were liquidated, converting them into restricted cash under the freeze regime. These balances were not reinvested during the previous period.

The authority confirmed it is currently working to redeploy this liquidity into low-risk financial instruments, in line with UN Security Council Resolution 2769 of 2025, which permits the institution to invest frozen cash in time deposits and fixed-income securities with limited risk exposure.

The Libyan Investment Authority, one of Africa’s largest sovereign wealth funds, continues efforts to preserve and grow Libya’s overseas assets while navigating complex international restrictions. The latest figures indicate cautious but steady portfolio performance amid constrained investment conditions.
