On Monday, the head of Libya’s High National Elections Commission (HNEC), Emad Al-Sayeh, held a meeting with the United Nations Special Representative for Libya, Hanna Tetteh, and her deputy Stephanie Khoury, to discuss the recommendations issued by the UN-backed Advisory Committee on resolving Libya’s long-standing electoral deadlock.
The meeting is part of a broader series of consultations initiated by the UN Support Mission in Libya (UNSMIL) with key Libyan institutions and political actors. Its goal is to review the final report of the advisory body, which contains a range of legal and procedural options aimed at overcoming the political impasse that has stalled Libya’s elections since late 2021.
According to a statement released by UNSMIL, Tetteh emphasized the importance of deepening political understanding among Libyan stakeholders and reiterated the UN’s commitment to facilitating a process that leads to a credible, inclusive, and peaceful vote. She noted that the success of any electoral process depends on a broad national consensus and mutual compromise.
During the talks, Al-Sayeh stated that the HNEC will submit detailed technical feedback on the proposals presented by the advisory committee. He affirmed the Commission’s readiness to support a roadmap that ensures transparency and credibility in any future election process.
UNSMIL has indicated that it will carry out a technical review of the advisory committee’s proposals and proceed with inclusive consultations involving all major Libyan parties.
The mission seeks to pave the way for a sustainable and unified electoral track, aimed at restoring legitimacy to Libya’s institutions and bringing the political transition to a close.
