Deputy Special Representative of the UN Secretary-General for Political Affairs, Stephanie Khoury, met on Wednesday with a delegation of Tebu representatives, including political, legal, and tribal figures, members of social councils, youth and women leaders, and civil society activists.
At the meeting, Khoury presented the main elements of the UN’s proposed political roadmap, designed to guide Libya toward national elections and the unification of its divided institutions. She stressed that these two steps—restoring legitimacy through elections and consolidating fragmented state bodies—are the cornerstones of ending Libya’s prolonged transitional phase.
Khoury explained that the roadmap also incorporates a structured national dialogue to tackle urgent priorities in the fields of governance, economic recovery, security, and reconciliation. She noted that meaningful participation from all segments of Libyan society is essential to ensure that the process is inclusive, credible, and durable.
The Tebu delegation welcomed the initiative but emphasized that their community’s voice must be fully included in the political process. They stressed the importance of addressing the legal and constitutional framework for elections, finalizing the draft constitution, and ensuring that marginalized communities are guaranteed fair representation. Delegates raised concerns about the challenges their community faces, particularly regarding inclusion in decision-making at both local and national levels.
Both sides agreed that long-term stability in Libya requires more than just elections—it also demands institutional reform, strong governance, and reconciliation between the country’s diverse regions and communities.
