Global Energy Giants Eye Libya’s Gas Opportunities

Libya’s Ministry of Oil and Gas, in partnership with the National Oil Corporation (NOC) and S&P Global, has announced the launch of the Libya–Africa International Gas Forum, scheduled for 6–7 December 2025 in Tripoli. The event is expected to attract major global players and highlight Libya’s ambitions to re-establish itself as a key energy hub on the continent.

The announcement comes as international interest in Libya’s energy sector grows. In August, US-based Energy Intelligence reported that ExxonMobil is preparing to make a strategic return to the Libyan market. The company is considering the exploration of new offshore gas fields after a decade-long absence, coinciding with its readiness to participate in the country’s first oil licensing round in nearly two decades.

The NOC relaunched its international licensing rounds earlier this year, holding events in Tripoli, Houston, London and Istanbul. The move aims to draw fresh foreign investment and revitalise the country’s oil and gas industry, which has long been hampered by political instability and conflict.

In March, the NOC announced the offering of 22 offshore and onshore blocks for exploration, with resources estimated to exceed 10 billion barrels of oil equivalent. This marks Libya’s first licensing round since 2007 and signals the government’s determination to attract long-term investors despite ongoing political challenges.

Energy experts say the Libya–Africa Gas Forum will serve as a platform to showcase opportunities in the Libyan market while deepening cooperation between Tripoli and African partners. It also provides an avenue for Libya to demonstrate progress in stabilising its energy sector and to highlight the role of natural gas in diversifying its economy and supporting sustainable development.
