NOC Discusses Support for Power Generation Plants in Libya

The Chairman of Libya’s National Oil Corporation (NOC), Engineer Masoud Suleiman, held a high-level meeting with Abdullah Hammouda, Director General of the General Electricity Company of Libya (GECOL), along with experts from both institutions and representatives of Brega Petroleum Marketing Company.
The meeting, held at the NOC headquarters in Tripoli, focused on addressing the challenges facing power generation plants across the country, which continue to hinder electricity output.
Ensuring Fuel Supply for Power Stations
Discussions included the possibility of establishing platforms to provide liquefied natural gas (LNG) to electricity plants, in order to prevent operational shutdowns. Participants also examined the creation of additional fuel storage facilities to guarantee continuous supplies and minimize operational risks.
The two sides agreed to strengthen coordination between Brega and GECOL to secure daily supplies and formed a joint technical committee to conduct a comprehensive study. The committee will evaluate solutions to current challenges, analyze fuel costs between gas and liquid fuels in comparison with alternative energy sources, and develop a joint proposal with technical standards to reduce fuel expenses. This proposal will be submitted to the Presidency of the Government of National Unity for further consideration.
Preparations During Maintenance Periods
The meeting also underlined the need to prepare for scheduled maintenance at the Zawiya refinery to avoid potential shortages of diesel fuel. It highlighted the operational testing of compressors at the Sabratha offshore platform, which requires temporarily halting gas flows to the Mellitah Complex. This could affect gas supplies to power plants, making it necessary to switch temporarily to liquid fuels.
Brega will begin pumping diesel to build adequate reserves at the South Tripoli and West Tripoli power stations to ensure continuity of electricity production.
The outcome of this meeting reflects ongoing efforts to stabilize Libya’s fragile electricity sector, which has long struggled with outages due to fuel shortages, technical failures, and infrastructure limitations. Ensuring stable fuel supplies is seen as a critical step toward securing consistent power generation and reducing reliance on emergency measures.
