The United Nations Security Council has issued a new statement reaffirming its unwavering support for Libya’s political and electoral process, underscoring that credible, transparent, and inclusive elections are essential to restoring legitimacy and lasting stability in the country.

The Council commended the ongoing preparations by the High National Elections Commission and other relevant institutions to ensure a transparent and well-organized vote at both the national and local levels.

It called on all Libyan stakeholders to engage constructively and prioritize the national interest above all political considerations.

In its statement, the Security Council also stressed the importance of national reconciliation, transitional justice, and accountability, describing them as indispensable pillars for peace. It voiced strong support for the African Union’s initiatives to advance reconciliation and commended the active role of neighboring countries and the European Union in promoting regional stability and cooperation in support of Libya’s peace process.

The Council urged the international community to assist in creating the necessary conditions for the safe and dignified return of refugees and migrants to Libya while ensuring full respect for their human rights and humanitarian protections.

On the security front, the statement praised the efforts of the Libyan Joint Military Commission (5+5) for its continued work in maintaining the October 23, 2020 ceasefire agreement and for its contribution to upholding calm and security across the country.

The Council urged all Libyan factions to fully comply with the ceasefire and to continue implementing its provisions without delay.

The Security Council also reiterated its demand for the complete withdrawal of all foreign forces, mercenaries, and foreign fighters from Libyan territory, in line with previous UN resolutions. It called on all Member States to strictly observe the arms embargo and to avoid any actions that could undermine Libya’s fragile stability.
