Fresh Push to End Libya’s Political Divide as Parliament Leader Calls for Unity Talks

The Second Deputy Speaker of Libya’s House of Representatives, Misbah Doma Owhida, has called for launching a comprehensive national initiative aimed at unifying Libya’s state institutions and restoring national sovereignty, amid what he described as a critical political and economic phase facing the country.

In a public statement, Owhida said Libya is confronting intertwined challenges that are placing heavy pressure on citizens while draining the country’s resources. He stressed that these conditions make it necessary to begin a serious national dialogue capable of restoring the authority of the state and unifying the government and sovereign institutions.

According to Owhida, the call should not be seen as a temporary political declaration but rather as a national position intended to end years of political division and restore stability. He added that the continuation of political fragmentation is no longer acceptable and cannot be postponed.

Call for Inclusive National Dialogue

Owhida issued an open invitation to members of the House of Representatives, the High Council of State, and the Presidential Council, as well as to various national forces and political actors, to participate in a comprehensive national dialogue that places the interests of the Libyan people above political differences.

He noted that such dialogue should aim to end years of political division that have resulted in financial waste and deepened disagreements among Libyans.

The initiative seeks to create a political environment capable of breaking the current deadlock and paving the way for forming a unified government with full authority and legitimacy, operating under a single national budget. Such a step, he said, would help end administrative division and ensure a fair distribution of national wealth across all regions of Libya.

Unifying the Executive Authority

Owhida explained that unifying the executive authority represents the primary gateway to achieving financial and economic stability in the country. He said a unified government would improve the delivery of public services and ensure that resources reach cities and communities across Libya without discrimination or exclusion.

Libya has experienced years of institutional fragmentation since the political crisis that followed the 2011 uprising. Competing governments and divided institutions have complicated governance, economic management, and the delivery of services.

Path Toward National Elections

The Libyan lawmaker added that the ultimate objective of the initiative is to pave the way for simultaneous presidential and parliamentary elections that reflect the aspirations of approximately 2.8 million registered Libyan voters.

He said holding credible elections would open the door to a new political phase based on stability, legitimate institutions, and unified governance.

Observers believe that renewed calls for national dialogue could play a role in breaking Libya’s political stalemate if supported by key institutions and political actors across the country.
