The United Nations Support Mission in Libya has called on civil society organisations and community leaders across Libya to facilitate broad public consultations, in a move aimed at strengthening citizen participation in shaping the country’s political future.
In a statement issued from Tripoli, the mission said its structured dialogue toolkit focuses on four key tracks: governance, the economy, security, and national reconciliation and human rights. The initiative is designed to enable local communities, municipalities, and civil society groups to actively contribute to discussions on core national issues and help define future policy directions.
UNSMIL explained that the toolkit provides practical resources for facilitators and community representatives, including briefing materials, presentations, and guidance manuals to help organise discussions in a neutral, effective, and inclusive manner. The aim is to ensure wide participation and meaningful engagement from diverse segments of Libyan society.
Hanna Serwaa Tetteh, Special Representative of the UN Secretary-General in Libya, emphasised that the structured dialogue process is built on the principle that Libyans should determine their own priorities. She stressed that the initiative does not seek to impose external solutions, but rather to empower Libyans to work together to find common ground and develop a unified national vision that leads to effective institutions and long-term stability.
Tetteh added that all Libyans are encouraged to take part in the process, noting that the mission is promoting community discussions and public consultations to capture a wide range of views and ideas. The outcomes of these discussions will be shared with members of the structured dialogue process to support ongoing deliberations and will also be made available to the public.
The mission has urged facilitators to submit recommendations and proposals عبر the dedicated online platform before mid-May, or immediately after consultations conclude, to ensure their inclusion in the final dialogue report.
As part of broader engagement efforts, UNSMIL revealed that around 6,000 Libyans have already participated in the online “Give Your Opinion” survey, the results of which were presented during April discussions. Additional opportunities for participation include monthly virtual meetings with mission leadership and a youth-focused digital platform aimed at expanding public involvement.
This initiative forms part of UNSMIL’s ongoing efforts to support an inclusive, Libyan-led political process, aimed at building consensus on the conditions necessary for holding national elections, unifying state institutions, and achieving sustainable stability across the country.
