Washington Reaffirms Support for Justice and Stability in Libya

The United States has renewed calls for accountability in Libya, stressing that lasting stability requires respect for the rule of law and justice for perpetrators of serious human rights violations.

Speaking before the United Nations Security Council, Jeffrey Bartos reiterated Washington’s longstanding opposition to the jurisdiction claims of the International Criminal Court over countries that have not consented to the court’s authority, including the United States and its allies.

Bartos said U.S. concerns regarding the ICC had remained unchanged for nearly three decades, arguing that Washington had seen no meaningful reform in the court’s conduct or oversight mechanisms. He warned that the United States would continue taking measures necessary to safeguard its national interests.

Turning to Libya, Bartos expressed concern over what he described as a lack of respect for the rule of law in both official and unofficial detention facilities across the country, saying the situation had allowed abuses to occur with impunity.

He stressed that achieving long-term political stability in Libya requires a genuine commitment to accountability and justice, including prosecuting individuals responsible for serious human rights abuses.

The U.S. official also highlighted efforts led by Senior Advisor for Arab and African Affairs Massad Boulos to support the unification of Libyan institutions. He said those efforts were based on the aspirations of Libyans for a government that protects their rights and serves national interests.

Bartos further urged Libya to preserve the independence, integrity and unity of its judiciary. He referred to concerns outlined in the recent report of the UN Secretary-General regarding growing divisions and political interference within Libya’s judicial system, warning that such developments could weaken one of the country’s key state institutions.

The United States also renewed calls for former senior officials from the regime of Muammar Gaddafi to face justice.

According to Bartos, ending impunity remains essential for Libya’s progress toward greater unity, stability and economic prosperity.
