US Reaffirms Unifying Libya’s Institutions Key to Holding National Elections

US Presidential Adviser for Africa and the Middle East Massad Boulos has reaffirmed Washington’s commitment to supporting Libya’s unity, sovereignty, and long-term stability, stressing that progress in unifying the country’s institutions remains essential to creating the conditions necessary for national elections.

In remarks following a meeting with the foreign ministers of Egypt, Turkey, and Saudi Arabia, Boulos said the United States and its international partners remain committed to helping Libya overcome years of political division and move toward a sustainable political settlement.

He emphasized that efforts to unify the country’s political, economic, and security institutions are critical for ensuring a stable environment in which comprehensive national elections can be held.

According to Boulos, institutional fragmentation continues to represent one of the main challenges facing Libya’s political process.

He noted that strengthening coordination among state institutions and advancing national consensus would help lay the groundwork for a more effective and unified government capable of addressing the country’s political and economic challenges.

The US official also renewed his support for the United Nations-led political process, including the roadmap proposed by UN Special Representative Hanna Serwaa Tetteh and the recommendations that emerged from the dialogue facilitated by the United Nations Support Mission in Libya.

He described the UN process as an important framework for advancing a Libyan-led solution capable of delivering lasting stability.

Boulos pointed to several recent developments that he said demonstrate the potential for further progress. Among them was the adoption of Libya’s first unified national budget in more than a decade, a step widely viewed as a positive signal toward improving coordination between state institutions and strengthening financial governance.

He also welcomed recent military cooperation initiatives that brought together participants from different regions of Libya under joint training exercises supervised by US Africa Command (AFRICOM). Such initiatives, he said, help build trust, strengthen professional cooperation, and contribute to broader efforts aimed at promoting national cohesion.

Boulos reiterated that the United States will continue working with regional and international partners, as well as Libyan stakeholders, to support a political process that leads to unified institutions, stronger governance, and a more stable and prosperous future for Libya.

He concluded by emphasizing that meaningful progress toward elections will ultimately depend on sustained cooperation among Libyan actors and continued efforts to strengthen the institutions that underpin the state.
