Libyan Prime Minister Osama Hammad has rejected recent remarks by outgoing Government of National Unity Prime Minister Abdulhamid Dbaiba regarding the country’s housing sector, saying the comments overlook major housing and reconstruction projects currently being implemented across Libya.
In an official statement, the Libyan Government responded to Dbaiba’s comments during a Ministry of Housing dialogue on real estate financing, in which he said Libya inherited a housing shortage of nearly 800,000 units and lacked the capacity to complete residential projects.
The government described those remarks as inconsistent with the reality on the ground and said they ignore the progress achieved in recent years.
According to the statement, Libya is implementing what it described as one of the largest reconstruction and housing programs in its history under the supervision of the Libya Development and Reconstruction Fund. The government highlighted the completion and launch of thousands of housing units in several cities, including new residential projects in Derna and the construction of more than 25,000 housing units in Benghazi.
It also pointed to ongoing housing and infrastructure projects in central and southern Libya, saying these initiatives demonstrate tangible progress in addressing housing needs and supporting national development.
The statement further reiterated the government’s position that both the Presidential Council and the outgoing Government of National Unity no longer possess the constitutional or legal authority to represent the Libyan state. It argued that statements issued by those bodies do not reflect the position of Libya’s legitimate institutions.
The government also criticized an incident during the Global Dialogue on Artificial Intelligence Governance in which the Libyan delegation’s speech was reportedly interrupted. It described the incident as a violation of diplomatic protocol that undermined Libya’s international standing and called on the organizers to issue an official apology.
Concluding its statement, the Libyan Government urged the international community and regional organizations to respect Libya’s constitutional legitimacy and sovereign institutions.
It stressed that recognizing the country’s legitimate authorities is essential to preserving Libya’s sovereignty, strengthening its international position, and supporting the ongoing reconstruction and development process taking place across the country.
