Prime Minister Abdullah Al-Thinni supervised the agreement, which includes strengthening cooperation in the field of vocational education and training (VET), establishing universities and specialized institutions in line with international standards.

The agreement includes provisions to strengthen industry, such as establishing joint industrial zones, developing infrastructure in cities and towns, establishing advanced residential areas in addition to developing a sewage network.

The two sides agreed to prepare a comprehensive study for the construction of roads and public transport, in addition to setting up a comprehensive plan to address electricity network problems in Libya.
