Libya’s Foreign Minister of the Parliament-designate government, Abdulhadi Al-Hwaij, held talks in Benghazi with the head of the United Nations refugee agency in Libya, Carmen Sakhr, to discuss humanitarian coordination and the situation of displaced Sudanese nationals.
The meeting took place at the ministry headquarters and included senior Libyan officials from the departments of international organisations and legal affairs. It focused on strengthening cooperation between Libya and the United Nations High Commissioner for Refugees (UNHCR), particularly in managing displacement and migration challenges.
Sakhr briefed the minister on the agency’s operations and praised the facilitation provided by Libyan authorities to support humanitarian work. She highlighted ongoing efforts to assist vulnerable groups and improve coordination with local institutions.
Discussions centred on the conditions of Sudanese nationals displaced into Libya, with both sides reviewing mechanisms to enhance voluntary return programmes. Al-Hwaij stressed the importance of addressing health needs, including the provision of medical supplies and the potential establishment of temporary isolation centres pending repatriation procedures.
The minister reaffirmed Libya’s commitment to monitoring the file and providing necessary support despite complex circumstances. He reiterated firm opposition to any form of permanent settlement of migrants inside Libya and called for stronger international efforts to manage migration in a structured and humanitarian manner.
He also urged the UNHCR to share regular reports and operational plans with the ministry to ensure transparency and coordination in its activities.
For her part, Sakhr outlined recent developments in UNHCR programmes in Libya, noting the impact of regional instability on migration flows. She emphasised the importance of voluntary return initiatives for both displaced persons and irregular migrants.
Both sides agreed on the need to continue cooperation to improve humanitarian responses in line with national laws and international standards. The UN official expressed appreciation for the support and hospitality extended by Libyan authorities.
