Libya Expands Offshore Plans as Maritime Debate Resurfaces

Tunisia is preparing to strengthen economic cooperation with Libya through a new bilateral agreement focused on employment and skills development, reflecting growing coordination between the two neighboring countries.

Tunisian Minister of Employment and Vocational Training, Riadh Chaoued, announced that the agreement will be signed on April 29. The deal aims to facilitate the recruitment of Tunisian workers in Libya while also supporting the deployment of skilled professionals across key sectors. It is expected to help address labor shortages in Libya while creating new job opportunities for Tunisian workers.

As part of the agreement, Tunisia plans to establish vocational training centers inside Libya. These centers will focus on developing technical skills aligned with market needs, contributing to workforce development and enhancing productivity in various industries. The initiative reflects a broader effort to support Libya’s reconstruction while strengthening Tunisia’s role as a provider of skilled labor.

In parallel, Tunisia is advancing plans to improve regional transport and trade links. Transport Minister Rachid Amari recently announced a new maritime route connecting Italy to Tunisian ports, including Rades and Zarzis, before extending to Libya. The route is expected to boost trade flows, facilitate logistics, and strengthen economic integration across the Mediterranean.

Tunisia has also reaffirmed its commitment to the trans-African land corridor project, known as the “Africa Gateway.” This initiative aims to connect Tunisia and Libya through the Ras Jedir border crossing and extend into sub-Saharan Africa, creating a strategic trade route that enhances regional connectivity.
