UN Envoy Urges Completion of Libya’s Electoral Legal Framework

On Sunday, the Head of the United Nations Support Mission in Libya (UNSMIL), Abdoulaye Bathily met with the Head of the High National Election Commission (HNEC), Emad Al-Sayeh to discuss the progress of the electoral process in the country.

The two sides emphasised the critical need for a comprehensive and implementable legal framework for elections.

They also highlighted the role of HNEC in providing advice on electoral matters, in the legislative process.

Both parties acknowledged the importance of ensuring a transparent and fair electoral system, that upholds democratic principles.

Al-Sayeh provided an update on the preparations for the upcoming municipal elections, which are scheduled to be held early next year. This includes the Commission’s efforts to enhance its systems and procedures, to facilitate smooth and efficient electoral operations.

Bathily commended HNEC for its commitment to strengthening the electoral processes.

Last month, Al-Sayeh held a meeting and the Deputy Parliament Speaker, Fawzi Al-Nuwairi. The two sides discussed the readiness of the commission, and the preparations made for upcoming elections.

The two parties explored ways to overcome any obstacles faced by the commission in fulfilling its duties. Especially the practical and technical challenges related to the procedures taken in preparation for the general elections, and municipal council elections.

Earlier, Bathily announced that the UN Mission (UNSMIL) is currently unable to determine a date for holding elections in Libya. He made this statement during a press conference following his briefing to the Security Council.

“We cannot currently determine a date for holding elections, but we remain optimistic.” He added that UNSMIL is working with all stakeholders to reach a comprehensive political agreement.
