France & Libya Discuss Economic Cooperation

The French Ambassador to Libya, Mostafa Mihraje, has reiterated France’s commitment to enhancing economic relations with Libya.

In a post on his official account on X (formerly Twitter) on Saturday, Mihraje described a recent visit by a French business delegation to Benghazi on November 26-27 as “constructive.” The visit included discussions with Libyan officials and business leaders.

“This is the fourth visit by a French delegation to Libya in two years,” Mihraje noted, highlighting prior visits to Tripoli and Benghazi-Derna.

The meetings concluded with the signing of two Memoranda of Understanding (MoUs) involving French entrepreneurs and a consortium of over 200 French companies specializing in digital infrastructure.

The Ambassador also announced contracts between French companies and the Libyan Development and Reconstruction Fund in critical sectors such as water and infrastructure.

Speaking at the forum’s opening session, Belqasim Haftar, the General Director of the Libyan Development and Reconstruction Fund, emphasized the importance of the forum in elevating Libyan-French cooperation to the level of a strategic partnership. Haftar described the forum’s success as a milestone for the institutions and companies involved and expressed optimism about hosting the next forum in Paris next year.

The event featured B2B sessions between Libyan and French companies on the first day, while the second day saw Haftar sign several MoUs and contracts with Business France and major French companies.

In June, a French business delegation also visited eastern Libya, including representatives from prominent companies such as Vinci in construction and Sanofi in healthcare, as well as members of the French Business Association, MEDEF.

This marked the first visit to eastern Libya in years, aimed at contributing to reconstruction and development efforts, particularly following the devastating floods that hit Derna and parts of the Green Mountain region in September 2023.
