Will Williams Succeed in Reaching a Deal Between Libya’s Parliament & State Council?

Special Adviser to the UN Secretary-General on Libya (SASG), Stephanie Williams expressed her readiness to facilitate a consensus between the Libyan Parliament, and the High Council of State (HCS).

Williams stated that Parliamentary representatives will soon join efforts in Tunisia, so that the joint committee can officially begin the consultations.

In an opening speech at an informal session of the consultations on the constitutional framework, Williams confirmed that she was “somewhat” supportive of the consensus between Parliament and HCS, which resulted in the 12th constitutional amendment.

She confirmed her awareness of the essential role of the two houses in agreeing on a constitutional basis. This is within the mandate of the United Nations Support Mission in Libya (UNSMIL), to facilitate the holding of elections in the shortest possible time frame.

The UN adviser added that the consultations will address sensitive and difficult questions about the future political system, eligibility criteria, and the electoral framework. She reiterated the importance of holding elections on a solid constitutional and legal basis.

She also stressed the need to work hard to reach a consensus on a constitutional framework that would allow for comprehensive, fair, and transparent national elections.

Williams indicated that, through communication with everyone; she sought to make the voices of registered voters heard. She called on the political parties concerned to respect, and achieve the political rights of the Libyan people to choose their leaders through the ballot boxes.

Notably, on Tuesday, Tripoli’s Mitiga International Airport announced the resumption of domestic flights between the western and eastern regions of Libya.

“The administration of Mitiga International Airport announces the resumption of domestic flights from Mitiga International Airport to Benina International Airport, Tobruk Airport, and Al-Abraq Airport,” it said in a statement.

Meanwhile, Misrata Airport also announced the resumption of flights with Benghazi, as of Tuesday.
